Utopian - Wildcard Upvotes
The Utopian-io bot has limited Voting Power, this is true for all Steemit account. We only have 100% to spend and everytime we upvote something 100% in vote weight, it deduct 2% of the remaining voting power.

Saying this, the Utopian-io bot cannot upvote all approved contributions at all.
Let's say that the bot can only upvote till it maxes out 20% of his voting power and his upvoting starts at 80% voting power.

How many 100% upvotes can he give out? Here's the formula:
A - (A x 0.02) = B
B - (B x 0.02) = C
C - (C x 0.02) = D
And so on...

This will stop till its voting power reaches 60%. It's very easy to calculate when it votes everything 100%, but it doesn't. That's why I previously suggested in one of my contribution a few points that can fix this. Okay, why am I still posting another one. Because that doesn't resolve maximizing voting power on all deserving posts.
What do I propose?
Activate Wildcard Upvotes.

This means that if by average the bot can only upvote 50 contributions at different weights, and there are still 5 or 10 or 20 contributions worthy of upvotes too but are left out because the first 50 had better quality deemed by the bot, these posts can still join the next round.
If there are 100 new contributions the next day and bot have selected 50 out of that. The Utopian-io bot should then get all the Wildcard Contributions and compare the post quality to the new set. Once it determines that a post from the Wildcard list is much better than a newly selected contribution then it will make changes in the rankings.

All the other posts that aren't upvoted within this new period will also be added to the Wildcard list. This will continue on and on as long as a contribution post still isn't within it's last 12 hrs before payout (let's make it 15 hrs because the bot does not upvote right away).

Disclaimer: This is just an Idea and I do not know if this is already implemented. Codes and algorithms are needed and we do not know if it is doable. However if someone can code this then I'm sure Utopian will be able to reward people fairly with its upvotes.
